Just three days ago there was an update for fixing it.It's on http://git.savannah.gnu.org/cgit/bibledit.git, and the change is labelled "gtk: fixed: Bibledit-Gtk's floating windows cannot be resized anymore".
The screenshot of your application shows the old situation where a scrollbar was used as the resize widget. The problem with that on Ubuntu 12.10 with Gnome 3 was that the scrollbar would not be visible unless the mouse would hover over it.
The new situation uses a GtkLabel as the resize widget. This label does not disappear. A screenshot of the new resizers is here:
