Maybe, yes.
Still, supporting HV mode of the (quite popular) STK500 would be worth
the while.
I've heard of yet another person building his own HV programmer
(Bertolt Mildner, can occasionally be seen on the avr-libc mailing
list). No idea whether he intents to publish it though.
