Well spotted.   I took the copy I posted from the latest unpacked
distribution of SWF tools.  You'll find it
tucked away in the doc/ folder.   I've not compared them but it is
probably pretty much the same file.

That is where, presumably Mattias ( who runs this project ), placed
it.  As mentioned previously, you'll find
a local cop with the distribution you downloaded.
