Your are asking for Brad's proposal, but I would like voice my opinion
on one issue:

We should merge: http://www.gnu.org/software (as I said in a previous
mail) with the Free Software Directory.

And we should also merge all the pages:
http://www.gnu.org/software/PACKAGE into the Free Software Directory
too. Why having three different entities is a good idea?

Then we should recruit webmasters to maintain those pages (as somebody
from webmasters pointed it out before), we don't need "top"
webmasters, people that all their purpose in GNU life is to go and
check if something happened in the project home page they are assigned
to watch out for and then go and update the Free Software Directory,
ideally somebody from that project would be the responsible, but we
could appoint somebody to join our team of webmasters.
