[DotGNU]System.ComponentModel stubbing

Hi All,
        Since we should (in all theory) support Gtk# as well as Qt# ,
I find it that Gtk# depends on the System.ComponentModel namespace.

So I'm going to stub out all the classes in the System.ComponentModel
namespace, and commit it to pnetlib/System/ComponentModel tonight.

It's the most easiest namespace you could ever imagine !! .. From
a cursory glance, I think it's fairly newbie'ish ... No internal calls,
no clever stuff ... only functionality.

If there is a volunteer who's otherwise inactive and wanting to get a
peice of the action please raise your hand ... and I'll commit the 
stubs in for your hacking pleasure.
