You can use `/etc/wget2rc` (or some other system-wide set via configure flag 
`--sysconfdir`) to "bootstrap" reading from a `conf.d` directory using the 
`include` directive. E.g. put `include /etc/wget2/conf.d/*.conf` into 
`/etc/wget2rc`. Sorry that this isn't documented yet.
