I really don't see what to fix here. At least XML gave us the ability to
not worry about character encodings in files.

An UTF-8 file is an UTF-8 file, _every_ XML parser has to support that,
and I can certify that Xerces Java in SDX supports that on any Java
platform. So there is no need to change the Java encoding here, XML
parser don't use this information.
