Hi,
  
I'm evaluating the project you submitted for approval in Savannah. While doing
so I have noticed a few problems which are described below.

The package you've uploaded contains several files without license header. For
example, many files inside the include folder. I guess you didn't add it
because those are files for being included in the middle of other source
files, but even in that case you should add a little license notice, a line
containing "This file is part of PhpCompta." and a link to the COPYRIGHT file
this will be enough. Same is for the file "release-note", if your will include
it in the distribution package, it must include a license header.

The rule is that every file more than 10 lines long must include the license
header.

for more information, and update your files.

If you are willing to make the changes mentioned above, please provide us with
an URL to an updated tarball of your project.  Upon review, we will reconsider
your project for inclusion in Savannah.
