Is that ALL it does with the license? If so, it may be failing to distinguish
betweem GPL-3-only and GPL-3-or-later.
Can you please check some additional facts? Let's see what, if
anything, in the repo says whether it is GPL-3-or-later or GPL-3-only.
Would you like to create two new repos, one specifying GPL-3-or-later
and one specifying GPL-3-only, and find ALL the differences between
them?
