Regarding Karl's question about the A+ criterion, we shoudn't hold up
publication of the evaluations or the PR for them, but they are worth
discussing for sure. I think the best flow for getting them discussed is to

1) Karl sends an email to the repo-criteria-discuss list to get any
answers that others on the list can provide. People may be able to
clarify stuff.

2) After the list has condensed the questions as much as possible, Karl
or someone else sends them to Richard with proposed changes, if any are
necessary.
