I just found a *ix program called convmv
(http://www.j3e.de/linux/convmv/man/) that might actually be just what
you need.  It is meant to convert filenames between different encodings.
 cp1250 is specifically listed as a supported encoding.  I would
definitely give it a shot.

Also, which version of Windows are you using?
