Your config.log seems to suggest that you have a version of gsl installed, but 
it is earlier
than 1.13


I suggest that you probably have 1.13 in /usr/lib (installed by yum) but an 
earlier version
in /usr/local  

Try removing any old versions from ?/usr/loca

          I???ve also compiled and installed gsl 1.9 manually and still
          no go.
          
     
     That is strange.  Can you share the config.log file  it should help to 
find out why GSL is not detected.
