I then followed the setup routine and then upgraded the apps.
It did not seem that complicated. I even got in at first but strange
things started happening. I would go in to make a change on one of my
secondary email accounts and it would disappear. Then I tried to change 
the location of phpGroupWare's URL from a full url to a blank. That is
when I started getting these messages. Unfortunately, once I put the
full url back in, it would not work either.

One possibility, when doing the cvs upgrade, it is possible that I did
the phpgwapi in the phpgroupware/phpgwapi directory. Then after doing
setup I tried it again in the phpgroupware directory. I did not see any
difference either, still did not work.
