does it have to be ftp or will everone use the phpgw based one?  if it's the 
later,
phpwebhosting's group based file storage may suit you better.  It's not the most
obvious to setup but does work quite well.  Put all the people that have access
into a group, then edit the Group in Administration and check the box for phpwh.
Then click the little blue box in the ACL column next to it and grantaccess to 
the
group.  You don't need to grant access to the users in the group, the perms will
inherit.
