[Phpgroupware-users] Admin account

Just got phpgw up and running and need to install applications through
the admin account.  When I log in with my admin account I get a users
page with tabs on the top right labeled 'Welcome', 'Preferences,
'Logout' and '?'.  Shouldn't there be an 'Administration' tab? I did try
to go to phpgroupware/admin/index.php which gave me an 'Access not
permitted' message.

Please Help!!
