Without checking back on the details, the problem that I had was that
one of the apps that was not installed was the admin app ;-)

I am not certain what the process does, but my reading of it it that the
apps are included in the distribution but not registered in the sql
database and therefore not usable. I went through trying to install
every app which gives you a list of the problems (missing dependencies)
which you can resolve by specifying just that application. Once this is
done, then all the applications are available. Now I just cannot recall
why I thought the application install failed in the first place. It may
have been a php version issue, but it might not. Just check closely what
the errors are when you try to install each application.

Now, I think the install guide you refer to is saying a) we expect that
the applications will be automagically installed, therefore skip #4 and
b) since they are installed you can now go to the admin screen and 'add'
the applications that can be used by each user to their list, i.e. not
'add apps to the system' but to the users access list. But since the a)
failed, the b) is also failing.
