can you connect to anyother pages on that server?  Looks like either apache
or phpgw is configured to be "localhost" in which case that is where any
client will be redirected on a header("Location:") redirect.

In general, for an internet service, localhost is not to be used unless the
server has a special mode that does something different with it.  Like MySql
to automaticaly use Unix sockets if it detects that the address you are
connecting to is the local machine.
