safemode can cause lots of problems.  It first has to allow uploading and then i
think it can restrict what is done with these uploaded files.  First check to 
see
if your php allows uploading, then check the size limit allowed, and make the 
php
memory limit double that amount, then check if you are restricted on where files
can me uploaded to and make sure your phpgw temp dir is located within that 
limit.
