Yes, you will need CodeWarrior to compile a Photoshop plugin. Right
now, Photoshop only uses CFM plugins and neither XCode nor Project
Builder can build CFM binaries.
I would bet that the next version of Photoshop will allow Mach-O
plugins (though I have no inside knowledge about such a thing - it
just seems reasonable).
