I'd like to minimize off-site linking in the functionality of the site

It depends on the package how many functions there are. Also note that
the function reference includes all of the functions from octave as
well, so that it supplies a complete online resource for the
functionality of octave. I don't see how that can combine with the idea
of including the function reference
