Follow-up Comment #8:

I also tested that with Octave 7 and `get (gca, "climmode")` returns "auto"
both after `scatter` and `colorbar`, which is also what Matlab online does.

In conclusion, in the upcoming Octave 7, the behavior does not differ anymore
depending on the number of points, nor does it differ from what Matlab does. 

So I'll close this report as "fixed". If one wants a different color range,
she/he may change the axes "clim" property manually or directly use the
`caxis` function.
