Hello,

the monit http interface which is used by monit CLI to get data is started after start delay passed ... the monit CLI won't work during the start delay pause.

Could it be possible to use monit CLI immediately after the monit daemon start 
even though "with start delay" is set in the monit control file? (It's alreadly 
confirmed that monit CLI can be used without any error 900 seconds after the monit 
daemon started)
