O.K, I understand...but here let me clarify one thing please.
Has this specification been introduced only after version 5.0.3?
At least with monit version 5.0.3, I've confirmed that monit CLI can be used
before start delay passed.
 
There seems to be the difference in behaviour between versions, although any
statement about this could not be found in the change log or manual as far as I read through.
