[monit] Cannot connect to the monit daemon Did you start it with http support?

I'm trying to start to monitor some processes with monit (ver.5.1.1), and
I only get the error messages such as "error connecting to the monit daemon." or
"Cannot connect to the monit daemon Did you start it with http support?" when I
put "monit summary" or "monit monitor "the name of the process" via CLI.
 
The global set-statements in the control file used is as follows:
-------------------------------------------------------------
set daemon 60 with start delay 900
set logfile syslog facility log_daemon
set idfile /var/.monit.id
set statefile /var/.monit.state
set httpd port 2812 and use address localhost allow localhost
-------------------------------------------------------------
 
Could it be possible to use monit CLI immediately after the monit daemon start
even though "with start delay" is set in the monit control file? (It's alreadly
confirmed that monit CLI can be used without any error 900 seconds after the monit
daemon started)
