I'm using 4.8.1, the result from the w3c validator was that the document it tentatively valid as "HTML 4.01 transitional". The document failed because there was no character encoding found.

But, HTML 4.01 has a replacement: XHTML.

Can I help anyone accomplish this? (Assuming you want to, just a suggestion)

While we're talking about the HTML: 4.5.1 produced invalid HTML. Has
this been fixed?
