Yes - 10 is hardcoded - you cant set it lower that 10 without patching

ACK. And BTW: while using linux im used to configure my software very
well....for that to do one needs a lot of options to fine tune...if
you want a colorful gui with tho buttons ON and OFF: use winblows...

No. it was introduced because some people had emules using all of their
upload slots but downloaded only from edonkeys....this option tried to
fine tune and balance....
