[Mingw-cross-env-list] my patch for 2.18

- gcc-mpc-0.9 ^1
- gcc-4.5.2 ^1
- jpeg-8c ^2
- libpng-1.4.5
- openssl-1.0.0d
- postgresql-9.0.3
- qt-4.7.2
- qt-patch ^3

Patched:
- tiif ^2
- Makefile, i added command for unpack 7z package
        (be carefull, i setted JOBS to 5)

^1 - I think it's not good idea, but works;-)
^2 - I have a problem with link, or SHA1SUM
^3 - I added, or modified something else

        QT + mingw32 + my linux distro (Arch Linux) + upx: builds beautiful exe
        for win32 without using this OS;-D
