Were you using some sort of hardened system (as you seem to be now)?
Looking through the various gcc ebuild packages, the only things I can
see that *might* make a difference are the hardened overlays.

Could you try disabling some of the hardened building [1]:

# gcc-config -l
 [1] i686-pc-linux-gnu-4.3.4 *
 [2] i686-pc-linux-gnu-4.3.4-hardenednopie
 [3] i686-pc-linux-gnu-4.3.4-hardenednopiessp
 [4] i686-pc-linux-gnu-4.3.4-hardenednossp
 [5] i686-pc-linux-gnu-4.3.4-vanilla

Hopefully there is a *-vanilla version installed on your system, select this:

# gcc-config i686-pc-linux-gnu-4.3.4-vanilla

and try mingw-cross-env-again.
