i thought this was settled when someone pointed out:

  Lynx Users Guide v2.8
                
  -useragent=Name : set alternate Lynx User-Agent header.

anyone compiling his/her own Lynx can set the switch in a script.
MA's point that captive users are not helped by this has some force,
but sysadmins may feel responsible for what their captive users do.
