commit 330ca8f6f714 automates that.

I plan to do likewise for 'wxWidgets.git'.

Then we'll have established the invariant that anything retrieved
across the internet once is never retrieved again. That invariant
already holds for /cache_for_lmi/downloads/ , and will be extended
to /cache_for_lmi/vcs as well, IOW.
