[lmi] Strategy for Halloween release

I've gone through my email backlog, from May Day through the present,
to make sure we aren't missing anything important...and here's a full
list (AFAIK) of everything that's of interest for Halloween:

write release notes for Halloween

update user manual: new command to produce group quote

undo unique_filepath pessimization:

find many more new anomalies, but we'll deal with any as they arise.)
