Further investigation reveals that the config file is in the package's data archive but not listed in md5sums.

Unfortunately, the Debian packages don't seem to be filling /etc/xdg/liberty-eiffel with loadpath files as expected.

$ dpkg --verify liberty-eiffel-core-libs
??5?????? c /etc/xdg/liberty-eiffel/liberty_core.se

So the md5sum verification is apparently failing.

network issues and doesn't work stable), download the tarball [2] or
install the debian packages [3].
