In core Octave there's no support, true.

But Octave-Forge does have it, look here:
http://octave.sourceforge.net/io/index.html

You'll also need either
 (on Windows) just the Windows package + MS-Excel installed
or 
 (on all OS incl. Windows) just the Java package + a Java JDK (OpenJDK if
you want).
