Hello

You also need 
msys-TM.zip and MinGW-TM.zip,
if you do not have your own msys+MinGW development tool chain.

If you download, msys-TM.zip, MinGW-TM.zip, OctaveLib.zip, and gplib.zip, 
you can also build octave by yourself.
