Hello

Please see,
I have been maintaining the below wiki page.
http://wiki.octave.org/wiki.pl?OctaveForWindows
Please see
 2. Octave on Cygwin
  2.1 Octave 3.4.0 on cygwin

If you use octave on cygwin, you may use the emacs and octave mode in the emacs.
However I have never tries the emacs octave-mode.

If you have question about the cygwin version octave, please ask at the cygwin
ML but not here.

Marco Atzeri, who is a maintainer of cygwin version octave, will help you.

Regards

Tatsuro
