Please keep the list on copy.

Since you are using windows, the easiest way for you is to run the installer. 
At some point it shows you what it wants to install and there is a list of 
additional packages like optim you can select.
You can select all of them with one exception. Please DO NOT select oct2mat!!
Let the installer finish and optim will be available.
