For this, you just need a sufficiently recent Gnuplot
(e.g. gnuplot-4.4.0-rc1) with Octave-3.2.4. Additional Octave packages
should not be necessary or useful for this.

I have installed the current windows-installer on octave-forge (Octave-3.2.3-2_i686-pc-mingw32_gcc-4.4.0_setup.exe)
Zooming "up/down" with the central mouse-button pressed makes the plot higher or lower but moving the mouse left/right does nothing. With gnuplot 4.5 this will zoom every axis.

Have not checked for linux.

Any idea on that?

There also seems to be some bug: moving the mouse over the plot with ctrl and alt and left mouse-button pressed will lock up the plot, showing a permanent hourglass :-(
