For what it's worth, I'm not sure.
I think it is very hard from a users point of view to determine when a
problem relates to the packaging of Octave or when it is an integral
problem of Octave.
So, while I think it would be nice of packaging issues would be reported
to Octave-Forge, I just don't think it is reasonable to ask this from
users.
