This was a peculiarity of the Octave package in Debian which Ubuntu
inherited, but has been recently fixed in Debian itself, which now has
octave-forge2.9 and octave-forge2.1 packages.

This is pretty much the reason I still use Debian instead of Ubuntu
myself. These changes take a little longer to propagate down to
Ubuntu's Universe repository, and if you're going to be using Ubuntu
for its Universe repository, you might as well get it from the source
and use the Debian archives instead.

(usual caveats apply, Ubuntu is not Debian is not Mepis, mix them at
your own risk, etc.)
