OctPlot can probably do this for you -- it can do two axes on a single plot which looks like what you are looking for (have a look at the file plotyy.m for an example). You have to use the svn version for this feature.

Note -- octplot is still alpha quality software.

are unrelated to the x- and y-scales of the other curves
(different units and ranges).

Can Octave/Gnuplot handle this?  I haven't been able to
find similar examples.
Or should I try drawing two separate plots and then
printing one on top of the other?
