I do not know what is the canonical way. I either check Makeconf in the top 
level
source directory (if you still have it around):

config_opts = '--enable-shared' '--disable-static' 'CFLAGS=-O3 -march=athlon-mp
-pipe' 'CXXFLAGS=-O3 -march=athlon-mp -pipe' 'FFLAGS=-O3 -march=athlon-mp -pipe'

or type
bug_report (at octave prompt) and look at the file it will generates.

Perhaps there is an easier way.
You can also check that there are .so files in /usr/local/lib/octave-XXX
directory...
