I don't know how much experience you have with solving PDEs numerically, I
don't have much myself - but enough to know that it is almost never easy. To
the extent that I don't think there are any programs that will solve arbitrary
PDEs for you after you just type it in through some simple interface. Even very
innocent looking PDEs (e.g. Burger's Equation) can wreck the standard numerical
methods, and yours does not look innocent at all!
The section 20 of the Octave docs alluded to earlier document functions that
solve certain forms of ODEs. I'll be very surprised if Octave - or for that
matter Matlab/Mathematica/Maple - has functions that solve PDEs in a similar
fashion.
