Look at the examples/documentation in 1.3.46.

Binaries for windows can be obtained from:

cutting edge development:
    http://appel.lilypond.org/lilypond/gnu-windows/tar/

not-quite latest but in unix-phobic-friendly installer:
    http://appel.lilypond.org/lilypond/gnu-windows/cygwin-1.1.4/bin/installer/

Of course, you can also compile it yourself, like most unix users do.
