I am not sure where `gnatsd.access' should go. I don't happen to have

This should do nicely.
The telnet session exact output is:
----
address@hidden:~]$ telnet localhost 1529
Trying 127.0.0.1...
Connected to arabeyes.
Escape character is '^]'.
Connection closed by foreign host.
This means that you are at least getting through to port 1529, but it seems
that gnatsd is closing the connection immediately. You probably don't have
'localhost' in the host access list in the gnatsd.conf file in you
gnats-adm directory. Access control documentation is a mess in GNATS 3, so
it is understandable if you are confused about this. This is far better in
the GNATS 4 manual.
