I found the following in my startup file:

;;Doing the following breaks clearcase.el version /main/188! -ryk1/22/02.
;;(setq w32-quote-process-args ?\")

w32-quote-process-args is t for me now which is the default
value.  I forgot why I had the setq statement in the first
place.
