Reporting bugs in Mumi

Hi Arun,

With Mumi now on Savannah, should we ask the Debbugs administrators for
a 'mumi' package for bugs?

Over the past few days, several folks chimed in on reasons for some
mojibake [1] but conversations were more or less lost on IRC and Jabber.

Having Mumi on Debbugs could also become a test bed for better
interactions between BTS and Git, for example via Git hooks.
