Mail processing problem on debbugs?

Just an FYI...  Earlier today I sent this message.

It's now Sat, 28 Mar 2020 19:52:06 -0600 some hours later and have not
seen it at https://debbugs.gnu.org/cgi/bugreport.cgi?bug=40220 yet.
Haven't seen it in the mail archive at
https://lists.gnu.org/archive/html/bug-coreutils/2020-03/threads.html 
yet either.  However it was delivered to debbugs on time.

So I am thinking there is something happening to the mail at the
moment.  Sending this as a heads-up that mail is not flowing normally
and likely being a problem for debbugs.  Unfortunately my Exim-fu &
BTS-fu is poor at figuring out what is happening there.  I see it in
the exim mainlog on debbugs.

But then why didn't it get attached to the bug ticket?
