This is the first time you have mentioned PDF in this thread.
OK, here's a test case.

    $ cat heinz.tr
    X,\[a u030A],\[u u030A],Y
    $ groff heinz.tr | ps2pdf - >heinz.pdf
    heinz.tr:1: warning: can't find special character `u0075_030A'
    $

Well, `uring' and `Uring' exist in
http://sourceforge.net/projects/aglfn.adobe/files/glyphlist.txt and in
groff's /usr/bin/afmtodit.  There must be something else needed.
([Aa]ring exist in /usr/share/groff/1.20.1/oldfont/devps/* but not
[Uu]ring, but that's probably not relevant.)

Hopefully, someone who knows about groff's font configuration will step
in with the answer.
