Well there's nothing obvious like a mention in the README that says
"check the file called NEWS because it's got useful info in it". In
most tarballs and software installation packages, any file called NEWS
is generally content-free. If the file had been called RELNOTES or
something like that, it's much more likely I would have read it.

Fine, but now I'm confused. Keith mentioned release notes. This
appears to be the contents of NEWS. But you're saying these aren't
release notes.

It probably doesn't matter what the file is called or whether its
contents are considered release notes or not. However there should be
something in the INSTALL or README files which points people at the
file containing "recent user-visible changes in groff". After all
these are the two files that anyone installing groff can be
guaranteed to read.
