[Groff] UTP markup of chapter 03

Hi,

I try to mark up chapter 03 and 07.
There are a lot of "Display"s used, two at a line.
Looking at what Larry did in chapter 05, I used this to create some Macros
to be used in ch03/07 and may be others. They are far from being nice,
but they are working. 
Jon, as utp macro maintainer, could you please have a look it it
and give some advice before I'm going to complete it.
If you have some naming recommendation as well ...
